Urban planning
For the approval of the establishment:
For a private clinic of small and large animals, a building is required, lying outside the city plan, at a distance of at least 100 meters from kindergartens, schools, playgrounds, sports fields, gardens, churches, hospitals or clinics with over 20 beds, venues for social or cultural events and group gatherings in general, that should also meet the sanitary conditions of art. 4 of the same PD.

The facility must necessarily have the spaces/areas described in par.2 (small-animal clinic) and par.3 (large-animal clinic) of art.2 of PD 463/1978.

For the approval of the operation:
Private veterinary clinics must have at least one veterinarian in their staff (in the sense of par.2 of art.10 of Law 604/1977), who may also be the clinic owner. The veterinarian must comply with the obligations set out in art.5 of PD 463/1978.

Private veterinary clinics must be equipped with the necessary instruments, tools and utensils.

Conditions for non-commission of criminal offenses
For the approval of the operation:
Approval for the operation of a veterinary clinic is not granted to those who have been convicted of criminal offenses which have resulted in their being disqualified from certain positions and appointments or in a ban on practicing the profession.
The same applies to those convicted of criminal offenses, according to the provisions of Law 4139/2013 (A 74).
The above persons cannot be appointed as administrative or scientific managers of a veterinary clinic (article 7 of Law 604/1977, as amended by article 2 of Law 4711/2020)

b) Register of diagnosed communicable diseases to be mandatorily declared.
