Time limit

The natural person must be at least 18 years of age.

Establishment
The natural person must have his/her place of permanent residence in a Member State of the European Union.

Labour
The natural person shall not have the status of a civil servant, or work at a local authority or be a legal person governed by public law or have the status of a public official.

Administrative
No administrative sanction shall have been imposed on the natural person for revocation of approval/management or termination of operation for the same person or other private educational and training body for the last two years.

Bankruptcy law
A natural person must not have been declared bankrupt and must not have filed a petition for bankruptcy or a single certificate of legal solvency or an equivalent document of a competent authority of the Member State where such a document is provided under the law of the Member State of establishment; if such a document is not provided for, it shall be replaced by a sworn certificate of the natural person or, where the law of the Member State of establishment does not provide for such a statement, by a solemn declaration, submitted before the competent judicial or administrative authority or, where appropriate, by a notary of the Member State of establishment issuing a certificate of probation or official declaration.

Conditions for non-commission of criminal offenses
The natural person shall not be irrevocably convicted of any sentence for a felony or to one of the offences, committed or attempted, theft, embezzlement, fraud, blackmail, forgery, counterfeiting, bribery, physical harm, infringement of the provisions on drugs or a crime against sexual freedom or a crime of economic exploitation of sexual life, as well as not convicted or misled by a final decree in accordance with Articles 8 and 9 of the Staff Code (Law 3528/2007, A’26).

Building
For the building to be approved for the establishment and operation of a Private Institute of Vocational Training, a building licence is required for connection to public utility networks or as defined in Article 107 of Law 4495/2017 (A'167), a certificate of primary use by a private engineer, attached to the existing state and certificate of (energy) fire protection for the use of the relevant Firefighting Service.

Educational
The Private Institutes of Vocational Training (I.E.K.) implement programs from the list of approved qualifications and corresponding approved courses of study of the General Secretariat for Lifelong Learning. They can also implement programs for which there is no approved curriculum, but are based on certified professional profiles and program frameworks.
